Constitution and By-Laws
of the
Stanford University Amateur Radio Club

Article I: Name and Object of the Club

1. The name of this club shall be the Stanford University Amateur Radio Club.
2. The purpose of the club is to promote interest in amateur radio activities and radio engineering at Stanford University.

Article II: Officials, their Election, and their Duties

1. The officers of this club shall consist of a President, Vice-President-Secretary, and Treasurer. The officers shall be currently enrolled students at Stanford.
2. The President shall preside at all meetings and represent the club at all other times.
3. The Vice-President-Secretary shall preside in the absence of the President and shall keep the records of the club.
4. The Treasurer shall administer the club funds.
5. The officers shall be elected at the first meeting of each year by a quorum consisting of two-thirds of the membership.
6. The club shall appoint a Chief-Engineer. The Chief-Engineer shall be a person of proper qualifications and expertise. The Chief-Engineer's duties and responsibilities shall be the following:
   1. Briefing new operators on the operation of club equipment.
   2. Seeing that adequate instructions on the operation of the equipment are posted near the transmitter.
   3. Seeing that QSL and SWL cards are properly answered.
   4. Seeing that the station is operated in compliance with club regulations and with the operating practices of the ARRL.
7. The club shall appoint a Trustee. The trustee shall be the holder of a valid amateur radio operator's license. The trustee shall have charge of the technical supervision of the club equipment including the licensing of the club transmitter.
8. The club shall appoint a Faculty Advisor. The faculty advisor of the club shall be a member of the faculty of the Electrical Engineering Department. The faculty advisor shall have the right to appoint a representative who is otherwise a non-member to act for the faculty advisor at their discretion in matters dealing with the club. The faculty advisor's duties shall be:
   1. Approval of all design and construction projects undertaken by the club.
   2. Approval of all operating policies of the club.

Article III: Executive Committee

1. The Executive Committee shall consist of the President, Vice-President-Secretary, Treasurer, Chief Engineer, and the Faculty Advisor or the Faculty Advisor's representative.
2. All action take by the Executive Committee shall be approved by a quorum of the Executive Committee; said quorum shall consist of three members.

Article IV: Membership, Qualifications

1. Membership of the club shall fall into two categories:
   1. Full Membership - Full membership is restricted to members of the Stanford community (students, faculty and staff).
   2. Associate Membership - Associate membership is available to two different categories of people:
      • Spouse of current club member.
      • Membership of other individuals must be approved by a majority vote of the Executive Committee. Membership will be granted based on the prospective member's willingness and ability to contribute to the club and its activities and to promote Amateur Radio in general. Final decision concerning membership will rest solely with the Executive Committee.
2. To retain current membership status, dues must be paid as outlined in Article VI. Failure to pay dues shall result in suspension of membership status and associated privileges until such time that dues are paid.

Article V: Voting, Operating Privileges, and Shack Access

1. Voting privileges are restricted to Full Members.
2. Full or Associate members of the club who are licensed Amateur Radio operators shall have operating privileges.
3. Keys to the radio shacks shall be issued to Full or Associate club members and only on approval by the Executive Committee.

Article VI: Dues and Club funds

1. Dues shall be set by a majority vote of the membership at the first meeting of the year.
2. Non-payment of dues shall constitute grounds for suspension of membership as outlined in Article IV.
3. Club funds shall be administered by the Treasurer, subject to the approval of the Executive Committee, and shall be kept by the Associated Students' Office of the ASSU.
4. Club funds shall be used for defraying mailing costs, notarization charges, refreshments, equipment maintenance and any other costs as approved by the club treasurer.

Article VII: Meetings

1. The club shall hold regular monthly meetings.
2. Additional meetings may be called by the President.
3. Persons interested in radio but not members of the club shall be welcome at the meetings of the club.

Article VIII: Operation and Maintenance of the Station

1. The club station shall be operated in strict adherence to the laws, treaties, and agreements of the Federal Communications Commission.
2. The club shall maintain suitable transmitting equipment for the use of its members.

Article IX: Dissolution of Club

1. In the event of the dissolution of the Stanford Amateur Radio Club, all assets and property of the Club shall revert to the Stanford University Department of Electrical Engineering. All property on loan to the club shall revert to its respective owner.

Article X: Amendments

1. Amendments to this Constitution may be made by a vote of a quorum, consisting of three-quarters of the membership of the club, and must be passed by two-thirds vote of this quorum at a regular meeting. Said amendments must meet with the approval of the Executive Committee of the ASSU.

Article XI:

1. The Constitution shall go into effect immediately, and shall be read at the first meeting of each academic year.
