The name of this club shall be the Stanford Amateur Radio Club.
The purpose of this club is to promote interest in amateur radio
and electronic engineering at Stanford University.
Article II: Qualifications for Membership
The membership of the club shall be restricted to students,
staff, and
faculty of Stanford University. Those holding amateur radio
licenses may become full members; non radio amateurs may become
associate members of the club.
Persons interested in radio but not holding licenses shall be
welcome at the meetings of the club.
Article III: Officials, their Election, and their Duties
The officers of this club shall consist of a President, who shall
preside at all meetings and represent the club at all other times;
and a Secretary-Treasurer, who shall preside in the absence of
the President, and who shall keep the records of the club
and shall administer the club funds.
The Trustee shall be a person of proper technical qualifications,
e.g., shall have completed or be enrolled in the communications
engineering courses. He shall be the holder of a valid amateur
radio operator's license. His duties are outlined in Article IX.
The President and Secretary-Treasurer shall be elected at the
first meeting of the spring quarter by a quorum consisting
of two-thirds of the present membership. The officers shall
serve for one year -- from September to September of the following
year.
Notifying the membership of the meeting shall be the responsibility
of the Secretary-Treasurer.
Article IV: Faculty Advisor
The Faculty Advisor of the club shall be a member of the faculty
of Leland Stanford Junior University. He shall have the right
to appoint a representative who is otherwise a non-member to
act for him at his discretion in matters dealing with the club.
His duties shall be:
approval of all major design and construction projects undertaken by
the club;
approval of all operating policies of the club station.
Article V: Executive Committee
The Executive Committee shall consist of the President,
Secretary-Treasurer, and the
Faculty Advisor or his representative.
All action take by the Executive Committee shall be approved by
a quorum of the Executive Committee; said quorum shall consist of
three members.
Keys to the club shall be issued to properly qualified individuals,
and only on the approval of the Executive Committee. A
refundable fee of $5.00 shall be made upon the issuance of all
keys. This fee is exclusive of the quarterly dues required of
each member.
Article VI: Operation of Club Station
The Club station shall be operated in strict adherence to the
laws, treaties and agreements of the Federal Communications
Commission.
Article VII: Meetings
Meetings shall be held the first or second week of each quarter.
Additional meetings may be called by the President.
Article VIII: Dues
The dues shall be $5.00 per quarter for those members possessing
keys to the club station and $1.00 per quarter for the other
members, unless otherwise determined by a majority of the
membership at a regular meeting.
Non-payment of dues shall constitute grounds for suspension of
membership.
Club funds shall be administered by the Secretary-Treasurer,
subject to
the approval of the Executive Committee, and shall be kept in the
Associated Students' Office (ASSU).
Club funds shall be used for defraying mailing costs, refreshments,
parts purchase, phone bill, power bill, and other day-to-day
expenses of the station and club.
Article IX: Club Equipment
The club shall maintain suitable transmitting equipment for the
use of its members.
The Trustee shall have charge of the technical supervision of
the club equipment including the licensing of the club transmitter.
The Trustee shall supervise the operation of the equipment by the
members as per Article VI of this constitution.
Article X: Amendments
Amendments to this Constitution may be made by a vote of a quorum
consisting of three-quarters of the membership of the club, and
must be passed by a majority vote of this quorum.
