Radio Club

Article I: Name and Object of the Club
The name of this club shall be the Stanford University
Amateur Radio Club.
The purpose of the club is to promote interest in amateur radio
activities and radio engineering at Stanford University.
Article II: Qualifications for Membership
The membership of the club shall be restricted to students and
faculty of Stanford University. Those holding amateur radio
licenses may become full members; non radio amateurs may become
associate members of the club.
Persons interested in radio but not holding licenses shall be
welcome at the meetings of the club.
Article III: Officials, their Election, and their Duties
The officers of this club shall consist of a President, who shall
preside at all meetings and represent the club at all other times;
a Vice-President-Secretary, who shall preside in the absence of
the President, and who shall keep the records of the club;
a Treasurer, who shall administer the club funds; and a
Chief-Operator, who shall supervise the operation of the club
station.
The Trustee shall be a person of proper technical qualifications,
e.g., shall have completed or be enrolled in the communications
engineering courses. He shall be the holder of a valid amateur
radio operator's license. His duties are outlined in Article IX.
The President, Vice-President-Secretary, Treasurer, and
Chief-Operator shall be elected at the first meeting of each quarter
by a quorum consisting of two-thirds of the membership.
The Chief-Operator shall be a person of proper qualifications
and experience. His duties and responsibilities shall be the
following:
Briefing new operators on the operation of club equipment.
Seeing that adequate instructions on the operation of the
equipment are posted near the transmitter.
Seeing that QSL and SWL cards are properly answered.
Seeing that the station is operated in compliance with club
regulations and with the operating practices of the ARRL.
Article IV: Faculty Advisor
The Faculty Advisor of the club shall be a member of the faculty
of the Electrical Engineering Department. He shall have the right
to appoint a representative who is otherwise a non-member to
act for him at his discretion in matters dealing with the club.
His duties shall be:
approval of all design and construction projects undertaken by
the club; and
approval of all operating policies of the club station.
Article V: Executive Committee
The Executive Committee shall consist of the President,
Vice-President-Secretary, Treasurer, Chief Operator, and the
Faculty Advisor or his representative.
All action take by the Executive Committee shall be approved by
a quorum of the Executive Committee; said quorum shall consist of
three members.
Keys to the club shall be issued to properly qualified individuals,
and only on the approval of the Executive Committee. A
non-refundable fee of $2.50 shall be made upon the issuance of all
keys. This fee, charged quarterly, shall constitute membership
dues for full members.
Article VI: Operation of Club Station
The Club station shall be operated in strict adherence to the
laws, treaties and agreements of the Federal Communications
Commission.
Article VII: Dues
The dues shall be $2.50 per quarter for those members possessing
keys to the club station and $1.00 for the other members.
Non-payment of dues shall constitute grounds for suspension of
membership.
All funds of this organization shall be deposited with the
Student's Organizations Fund and shall be handled by the Treasurer
in the manner prescribed by the rules and regulations of the Fund
and of the ASSU.
Club funds shall be used for defraying mailing costs, notarization
charges, refreshments, etc.
Article VIII: Meetings
Meetings shall be held the first or second week of each quarter
of the school year at a time agreeable to a majority of members.
Additional meetings may be called by the President.
A speaker shall be provided by the Executive Committee at every
meeting but the first of the quarter.
Article IX: Club Equipment
The club shall maintain suitable transmitting equipment for the
use of its members.
The Trustee shall have charge of the technical supervision of
the club equipment including the licensing of the club transmitter.
The Trustee shall supervise the operation of the equipment by the
members as per Article VI of this constitution.
Article X: Amendments
Amendments to this Constitution may be made by a vote of a quorum,
consisting of three-quarters of the membership of the club, and
must be passed by two-thirds vote of this quorum at a regular
meeting other than the first of the quarter.
Said amendments must meet with the approval of the
Executive Committee of the ASSU.
Article XI:
The Constitution shall go into effect immediately, and shall be
read at the first meeting of each academic year.
